Biography:

Timothy concentrates his practice in litigation, employment, and special education law. He works with school districts, charter schools, and intermediate units on a wide array of education law issues, with a primary focus on working with school entities in the area of special education law.  He approaches every legal matter with the goal of achieving the best possible outcome for his client by working for resolution when possible, and managing the matter through litigation, if necessary.

For more than a decade, Timothy has represented education entities in hundreds of IEP meetings and litigated dozens of special education matters, from administrative due process hearings to appeals through the Federal District Courts and Courts of Appeals. Additionally, Timothy advises school entities on special education matters prior to and in order to avoid litigation, and on policies and practices.

He also advises both public and private employers on employment law issues, including accommodations for employees with disabilities under the ADA and Section 504. He also advises clients on issues related to employee and student use of medical marijuana.

Timothy is frequently invited to speak on education law issues for national, statewide, and local conferences, including for Pennsylvania Bar Institute, National Business Institute, and Pennsylvania School Board Association Solicitor’s Association.  He has also presented in-house workshops for school districts, charter schools, and intermediate units. In addition, he has written numerous articles on special education law and other topics related to his practice and is often called upon to comment for publications on trends in special education law and on the use of medical marijuana in schools and workplaces.

 

Jacqueline’s dynamic labor and employment practice serves a range of clients in public education, with a particular focus on special education law. She advises school districts and intermediate units on all aspects of special education evaluation, identification, and program/placement, including defending clients in administrative due process proceedings.

Jacqueline utilizes her experience representing parents and students to help clients anticipate legal challenges and identify creative and effective solutions when disputes escalate. Her guidance assists public entities with IDEA/Section 504 compliance, student discipline, student and employee accommodations under the ADA as well as with other requirements under applicable federal and state laws.

 

Michele handles a variety of matters related to education law, including representing school districts in special education matters, labor and employment issues, charter school applications, and construction and purchasing matters. She has significant experience in trials, expulsion hearings, arbitrations, mediations, depositions, investigations, and arguing motions in state and federal court on behalf of schools and school districts.

In addition, Michele has experience handling a variety of litigation matters, including serving as assistant solicitor for numerous municipalities in Bucks and Montgomery counties; prosecuting and defending civil and equity claims for municipalities; advising boards and councils on issues such as land development and zoning, and drafting resolutions and ordinances. Michele has also represented clients in matters involving premises liability, product liability, construction, and warranty litigation.

 

Shannon represents school district and intermediate unit clients in a variety of education law matters with a focus on special education. She provides hands-on guidance to clients before encountering litigation and regularly represents clients in due process hearings and federal appeals in matters involving:

  • The Individuals with Disabilities Education Improvement Act (IDEA)
  • Section 504 of the Rehabilitation Act of 1973
  • Pennsylvania School Code
  • Individualized Education Programs (IEPs)
  • Tuition reimbursement
  • Student discipline
  • Inclusive education practices
  • Therapeutic and residential placement

Shannon has also handled cases involving gifted education, testing accommodations, special needs trusts and estate planning, and guardianship petitions.

 

Beth worked as a Deputy Attorney General in the Education and Higher Education Section of the New Jersey Office of the Attorney General. She represented the New Jersey Department of Education in complex litigation involving special education, charter schools, school funding, and the issuance and revocation of teaching certificates, as well as Montclair State University in employment matters.

While in law school, Beth worked at the Centre County District Attorney's Office, the Custody and Support Assistance Clinic of Philadelphia Legal Assistance, and as a Certified Legal Intern for the Penn State Dickinson School of Law Family Law Clinic. As an undergraduate, she interned at the U.S. Attorney's Office for the Eastern District of Pennsylvania.
